Current and potential scope of RDPs and the new CAP

SUMMARY AND OBJECTIVES

It is essential to analyse the way in which the current payment scheme and agricultural funding can be used to urge farmers to modify their current management methods (fertilizing, techniques, mowing season, etc.) and to redirect it by promoting traditional systems, diversity conservation in these meadows and creating added value for the local population.

Bearing this fact in mind, this task force seeks to explore and implement economic measures under the current RDPs and the new CAP scheme to promote new management models for mesophile hay meadows in protected areas of the Natura 2000 Network within the SUDOE territory.

More specifically, it aims to fulfil the following objectives:

icono-mariposa To study the new financing opportunities that could be applied in the framework of regional Rural Development Plans (RDP)  2015-2020. Moreover, to study the new payment scheme and CAP aid to favour the recovery of traditional handling methods and seed production intended for sale.

icono-mariposa Identify and take advantage of existing European initiatives and measures, even within SUDOE and these project pilot territories, to transfer them on a local scale to promote traditional harvest in the project pilot territories.

icono-mariposa To design and disseminate management proposals to conserve  these agro-ecosystems and their traditional handling across the entire SUDOE taking into account the current RDP 2015-2020.

TARGET GROUPS

National State Administration, business associations of producers and manufacturers, institutes, laboratories and research centres, Regional Administration, regional development agencies, local development agencies, Local Administration, National Parks, Regional Natural Parks.

ACTIVITIES

Analysis of CAP and RDP tools applied to the conservation of RDP meadows and the new CAP tools in the EU.

Identification and dissemination of best practices related to the management of hay meadows.

 Proposal to implement new management measures to promote harvesting in pilot territories.

 Implementation of protocols to promote traditional harvest and the conservation of mountain meadows.
